JOCHO is the owner and founder of CELS. An unregistered arms dealer, cybernetics engineer, and smuggler hiding from the MEGACITY government.

He enlisted as a soldier in the NORTH PREFECTURE under a confidential private military base working with CENTRALITY. Until he learnt of the dark side of the Megacity Government, and escaped his base.

He is now living on a secret moon base with a group referred to BLUESHIFT. A group who aims to start a violent revolt against MEGACORP and CENTRALITY.
