CYBER EXPERIMENTS LAB [or CELS] is a lab located in the West Prefecture, Specializing in illegal cybernetic enhancements, as well as undocumented weapons manufacturing and dealing. 

JOCHO and CYPHI Found it abandoned with a mysterious AI program referred to as NIHM living dormant within it, the three of them lived together and made a name for themselves as weapons dealers. With Jocho as the engineer and dealer, Cyphi as the protégée, and Nihm as the energy source that powered the lab and kept it off the grid and undetected by corporate officials. 

Jocho then built LOVELL to protect it from rival gangs as well as law enforcement. 

 

Nowadays, After Jocho left to BLUESHIFT's moon base, VESPER relocated from AWOL TOWER and moved into the lab with CYPHI, LOVELL, and NIHM.
